The values are required to decide "what to do", while skills are required for "how to do", Now, when we ask ourselves what would be the priority order, it  is easy to see that "what to do" has to be decided first and then only we can think of "how to do" rather than the other way around. 


The values have a higher priority over skills even though both of these are essential for human welfare?
